Barely 51 days to the end of 2017 fiscal year, the Senate yesterday approved N222, 360, 551, 512 billion as Statutory Appropriation for the Federal Capital Territory, FCT.
The Bill proposal which scaled second reading on October 31, 2017 and referred to the Committee on Federal Capital Territory, FCT, for further legislative action and report back within two weeks, was yesterday read the third time and passed.
Of the N222.3 billion budget for the FCT, N52.5 billion is for personnel costs, while the overhead costs is N41 billion totaling N93.8 billion recurrent, while the capital expenditure is N128.4 billion.
The Senate passed the 2017 FCT budget after the consideration of the report of the FCT Statutory Appropriation Bill, 2017 (SB550) by the Chairman, Senate Committee on FCT, Senator Dino Melaye, APC, Kogi West.
In his presentation, Senator Melaye said the budget for Personnel cost was intended to cushion the effect of the promotion, yearly increment and engagement of new but essential staff of Health, Education, Directorate of Road Traffic Services for Traffic Management and Abuja Environment Protection Board for city cleaning.
According to him, personnel cost in the budget constituted 23.64% of the FCT statutory budget proposal while the overhead costs constituted 18.20 % of the FCT 2017 budget, just as he explained that the capital budget was 58% of the total budget.
On the Overhead costs, Senator Melaye said the provision in the budget would be to enhance the operational cost of secretariat, Department and Agencies (SDAs) to improve performance and meet up with revenue target.
He explained that the budget also made provision for some critical services such as Security, City cleaning, Traffic management, chemicals for water Treatment etc.
Melaye also said various capital project that would be done in the 2017 FCT budget included the expansion of Airport and Kubwa Expressways, provision of infrastructure to ongoing districts such as Jahi, Wuye, Maitama Extension and Abuja North West , Mbora, Kyami and Kabusa Garden, etc.
According to him, N20 billion had been earmarked for the ongoing projects in Satelite Town like 5,000 units affordable housing in Wasa Satelite Town and N5.5 billion for the provision of engineering infrastructure to the resettlement of site Wasa 1 while the remaining allocation was channeled towards provision of roads, electricity supply towards the development of satellite towns like Kubwa, Bwarikau, KarshiAra road, DobiIzom roads, Karu Township roads among others.
The said budget is for the service of the Federal Capital Territory, Abuja for the financial year commencing from 1st January and ending 31st December’ 2017.
